Sen. Carper (D-Del.) opened Scott Pruitt's nomination hearing with a statement explaining why we have the Environment Protection Agency. As Carper closed his statement, he questioned Pruitt's views about the role of the EPA, saying they are "troubling and in some cases, deeply troubling."
