Japanese PM visits Pearl Harbor to promote reconciliation

US President Barack Obama and Japanese Prime Minister Shinzo Abe have laid wreaths at the Pearl Harbor memorial in Hawaii. Abe offered condolences but did not apologise for the 1941 attack.
