The U.N. Security Council council will vote Thursday on a resolution calling for an immediate halt to Israeli settlement building on land that Palestinians want for a state. U.S. President-elect Donald Trump and Israeli Prime Minister Benjamin Netanyahu have made clear that they want Obama to veto the resolution.
