That's an American Kestrel. Many many years ago we found one in San Jose by a busy freeway overpass. It was young and was born without one wing. A rescue agency said we should have kept it where it was and it should have died naturally. It was already in our home and so we bought a cage and everything else it needed. It lived 3 months or so. It was a beautiful bird and am not sorry we took it in. I am in awe every time I see a picture of this bird.
