Street Edition cars were once available in a separate DLC, now it's part of Season Pass DLC. The difference between these cars and the ones that can be bought in-game is that they come with Street Spec already installed so you get basic upgrades for free but you can't upgrade them with higher specs like Dirt, Perf and so on. For that you have to buy the in-game version so you can skip buying Street Spec upgrades if you already have these Street Editions. There's no sense buying these cars in a separate DLC because the Street Specs upgrade package is less expensive than the cost of these cars. On the other hand, higher specs may cost more than the base car. I'm not sure if there's any difference in the base specifications to justify buying them in a separate DLC.
