The film opens on a young Jeevandas convicted for inciting riots. The prosecutor and defence lawyer fight out the case. The judge, unable to reach a conclusion, postpones the judgement with a beat of his gavel on the desk. The case continues to drag for years on end but every timewith a beat of his gavel, the judge defers the judgement. Gradually, we see an aged Jeevandas with the two equally old lawyers still involved in the case. On not reaching anywhere the judge again gives the next date of hearing with a thud of his gavel on the desk.
