Chad Copley, 39, is charged with murder in connection to the shooting of a black man in Raleigh on Sunday, Aug 8. In his 911 call, he told the dispatcher he was going to confront "hoodlums" outside his home. He said "I am locked and loaded. I'm going outside to secure my neighborhood."
