Is wife-beating "un-Islamic?"

The Council of Islamic Ideology proposed legislation to that would allow husbands to lightly beat their wives. Allama Tahir Ashrafi, a former member of the CII, said it was "unbelievable" because "violence is forbidden by Islam". According to the CII, men should first talk to their wives, then refuse to share beds with them, then lightly beat them. This is exactly what Quran 4:34 mandates - admonish your wife, refuse to share her bed, then lightly beat her. How do we know if wife-beating is actually Islamic? Who should we believe? Ashrafi, who has clearly never read the Quran? Or the Quran, which is believed to be the literal word of God and is the holy text of Islam?
