US considers human rights before selling weapons to Nigeria

It is hard to fight terror in Africa. It is harder because US weighs "human rights" prior to arms sales. Also, as alluded to in the clip, the aid budget remains FIXED regardless if aid is civilian or military, thus military aid reduces what's left for civilian aid.

Are these humanitarian concerns legitimate with respect to Nigeria, or foot-dragging which worsens the situation? Nigeria has explicitly said that the Tucano aircraft will NOT be useful to fight terror.
