The Federal Motor Carrier Safety Fitness Determination (FMCSA) proposed a new rule known as the Safety Fitness Determination (SFD) that could be used to determine if a motor carrier is unfit by publishing a notice of proposed Rulemaking (NPRM) in the Federal Register. This determination would be based on how a carrier's on road safety data relates to five out of seven of FMCSA'S Behaviour Analysis and Safety Improvement Categories (BASICS).
