New Delhi, Apr 18 (ANI): The real test for the second phase of the 'Odd-Even' scheme began on Monday as it is the first working day since the car rationing measure was rolled out in the city. All offices, schools and other institutions will reopen today after the extended weekend. The scheme was launched to prevent vehicular pollution.
