Manhattan quietly decriminalizes drinking in public

Drinking alcohol in public along with subway offenses and public urination are all being change to low level offenses. They are no longer arrest-able offenses unless there's cause for an arrest. Patrick Jones (@Patrick_E_Jones) explains.
