Grim Grindle celebrated Halloween by re-watching every (current) Simpsons Treehouse of Horror Episode, and then decided to organise the best 13 into a top 10 list format in order to justify watching 9 hours of Simpsons during work hours. Why top 13 instead of top 10? Because 13 is spooky for some reason, and apparently unlucky.
