President of the European Council, Donald Tusk, issues a stark warning ahead of a crunch summit he will chair on Thursday. Speaking in the Romanian capital Bucharest on Monday, he says that this is a “critical moment” which needs to be “handled with care”. His comments came amid fears that a proposed settlement geared to keeping the UK in the EU could unravel because of growing European objections to the concessions promised to Britain.
