Being Kantos Power Plant is suffering, so we gotta get there and fix it. To reach the Power Plant you can travel north through Cerulean or east through Lavender and Rock Tunnel. I went east. This is probably the main quest in Kanto, after this youll be pretty much free to go anywhere you want.
