With campaigning having just begun on the referendum to amend Bolivia's constitution to allow presidents and vice-presidents to run for more than two consecutive terms, opinion polls are divided on how voters stand. So far the issue has not stirred much public debate, and many Bolivians have apparently not made up their minds. The mainstream press, however, has launched its opening-shot in its campaign against Morales, alleging nepotism, a charge strongly denied by the president.
