There's a UN treaty to outright ban using weather as a military weapon, but AFAIK, doing so for scientific research or economic interests is not banned. The potentialities if tis tech could be developed is staggering. Some researchers maintain it is being done in the "black budgets" of various nations right now, moreso than what anyone admits to in public. For example, the original HAARP patent inventor claimed that was one of the potential uses of the transmitter, and I am sure most of us here have noted at least in passing the rise of the "chemtrails" debate and speculation around it.
