Representatives of civil society organizations and leaders of Latin American governments are concerned that the decisions adopted at the COP21 Climate Change summit be binding and the mechanisms of enforcement be real and effective. Despite the ban on public demonstrations based on the argument of security considerations, NGOs, indigenous leaders, and social activists are making their voices heard inside and outside the summit.
