President Evo Morales of Bolivia invited the newly appointed Chilean representative to The Hague to discuss the territorial dispute between the two countries. Morales greeted the appointment of Jose Maria Insulza, former head of the Organization of American States (OAS) with a call for discussion of Bolivian demands for sea access. teleSUR
