Më shumë se 400 banorë te rrugës "Kongresi i Përmetit", në Elbasan, prej dy muajsh nuk furnizohen me ujë të pijshëm. Disa prej tyre kanë hapur puse, kostoja e të cilit arrin deri në 300 mijë lekë dhe që paralelisht paguajnë edhe faturat afrofe të ndërmarrjes së ujësjellësit . Por pjesa tjetër e banorëve detyrohen të mbushin ujë në lagje të tjera të qytetit. Në kushtet e temperaturave ekstreme ata i druhen përhapjes së infeksioneve nga uji i ndenjur dhe i pakontrolluar që marrin, por edhe nga përdorimi i tij me kursim. Burime nga ndërmarrja e Ujësjellësit në Elbasan, jashtë kameras thonë se problem për rrugën "Kongresi i Përmetit" përbën vjedhja e herëpashershme e pompës, që furnizon lagjen.
