The decrease in revenue in the budget during the summer months, but the consumption of most of the money in the coffers of the state in the election have made it impossible to give salary on the date fixed July. Meanwhile the government is forced to borrow in the domestic market on Thursday by issuing 5.9-billion leks bonds, as is the total fund for public employees' salaries. Confidential sources from the Ministry of Finance expressed the Vision Plus, the wage arrears related to lack of funds in the budget. This is the first year since 2004 that state finances are borrowing money for salaries and pensions. So far the Ministry of Finance has not given any official version which is the cause of wage arrears administration. Vision Plus contacted by officials of the Ministry stated that the problem was the delay switching off the treasury system to do its renewal. While the treasury branch has resumed distribution of funds only on 30 July. Meanwhile, the July salary will not deal with the growth that was promised. Delay of publication of this Decision in the Official Journal, which did begin to increase from the 1st of August. In total effect of the increase of salaries and pensions in the state budget for this year is 2.5 billion.
