Ndonese ligji per amnistine, gjeti mbeshtetjen e paleve gjate votimit te dyte ne kuvendin e Kosovës, shoqeria civile do te vijoje betejen e saj ligjore per te ndryshuar disa nene te tij. Perfaqesuesit e me shume se 30 organizatave joqeveriare kane arritur te mbledhin brenda kater diteve me shume se 12 e 500 firma te qytetareve ne dhjete komuna te vendit. Ata synojne qe te ndryshojnë amnistimin e çdo vepre penale qe nuk ka karakter politik. Anetare te grupit per studime juridike ne Kosove, theksojne se nëse ligji për amnisti i drejtohet strukturave paralele në veriun e Kosovës, nuk ka asnjë logjikë që ai të përfshijë vepra penale që nuk janë të karakterit politik. Per kete arsye lista me 12 mije firmat e qytetareve te Kosovës do te dërgohet fillimisht ne zyren e presidentes. Me pas ajo do t'i dërgohet parlamentit dhe zyrave ndërkombëtare ne Prishtinë. Te enjten kuvendi i Kosovës miratoi me 90 vota pro ligjin e amnistisë. Ai u votua pas heqjes së nenit tre, duke reduktuar numrin e veprave që parashihet të amnistohen. Ligji mbi amnistinë buron nga marrëveshja 15 pikëshe e arritur në dialogun ndërmjet Prishtinës dhe Beogradit të ndërmjetësuar nga Bashkimi Evropian.
