Edhe pse i verbër, këtë vit shpresoi qe votën ne 23 qershor ta hidhte vete, pa ndërhyrjen e askujt, ne fletën e votimit. Ermir Kapedani nga Tirana, u trajnua nga ndërkombëtaret, për te ndihmuar edhe te verbrit e tjerë se si te votonin me shabllonet e posaçme ne gjuhen Brail, por çdo gjë dështoi. Komisioni Qendror i Zgjedhjeve nuk arriti te prodhoje sipas marrëveshjes me shoqatën e te verbërve, shabllonet ne gjuhen Brail. Ermiri, një nga 10 mije votuesit e verbër ne Shqipëri shprehet i zhgënjyer, ndërsa tregon se do te shkoje ne zgjedhje por votën e tij do ta hedhe familjari. Te verbrit ne Shqipëri kane mundur te votojnë vete nëpërmjet shablloneve te posaçme dy here, ne zgjedhjet e përgjithshme te 2005 dhe ne vendoret e 2007. Ndërsa këtë vit edhe pse KQZ akordoi një fond te veçante për prodhimin e maskave ne gjuhen Brail, vlera e te cilit nuk behet e ditur nga institucioni zgjedhor, ky standard nuk u arrit. Tashme qe te verbrit nuk mund te ushtrojnë vete te drejtën e votës, kreu i shoqatës se tyre bën apel për pjesëmarrje ne zgjedhje te shoqëruar nga familjaret. Një dite me pare ne mbledhjen e Komisionin Qendror te Zgjedhjeve, kryetarja e KQZ, Lefteri LLeshi la te kuptohet pamundësinë prodhimit te shablloneve për te verbrit. Sipas zonjës Lleshi vonesat kane ardhur nga kompania qe ka marre porosinë jashtë vendit. Shabllonet e te verbërve kane formën e zarfit. Mbi këtë model, qe nuk arriti te prodhohej, janë shkruar ne gjuhen Brail 66 subjektet politike dhe numrat qe i korrespondojnë çdo partie. Pasi fleta e zakonshme e votimit vendoset brenda zarfit, nëpërmjet prekjes çdo i verbër mund te votonte partine qe preferon. Tashme ne mungese te këtij standardi, votën e tyre te verbrit, do t'ia besojnë familjareve.
