Si një vit zgjedhor, 2013-ta pritej nga ndërtuesit per pagesat e punëve publike nga buxheti i shtetit, qe ne te tilla raste rriten ndjeshëm, por këtë here nuk ka rezultuar kështu. Te dhënat e publikuara nga ministria e financave në faqen e saj zyrtare tregojnë se këto zgjedhje kanë faturën më të vogël për sa i përket investimeve në rrugë dhe shkolla që ka planifikuar qeveria. Nëse në vitin 2009 shpenzimet për vepra publike kapën shifrën e 96 miliard lekëve për 2013-ën shpenzimet për këtë pjesë janë 71 miliard, ose rreth 30 për qind më pak. Por një shtesë tjetër që i rëndon sektorit të ndërtimit për këtë vit është edhe shtrenjtimi i kostos së materialeve, duke e detyruar këtë sektor në shumë raste të shkurtojë stafin e punës.
