Kërkesa e pare qe është paraqitur ne gjykatën e Tiranës eshte nga një qytetare e cila kërkon leje per te votuar ne 23 qershor. Pasi nuk ka gjetur emrin ne listën përfundimtare te zgjedhësve, ajo i është drejtuar shkalles se pare te gjyqësorit per t'u pajisur me nje vendim qe e lejon ate te ushtroje te drejtën e votës. Sipas juristeve këtë procedure mund ta beje çdo shtetas qe nuk rezulton ne listat zgjedhore ndërsa afati përfundimtar i dorëzimit te tyre është 24 ore para hapjes se votimit. Per te gjithë qytetaret qe duhet t'i drejtohen gjykatës per te votuar duhet te kenë ne dosje edhe dokumente te përpiluara me shkrim dore, mjet identifikimi, vërtetim lëshuar nga komisioni i zonës se administrimit zgjedhor qe dëshmon se kërkuesi nuk rezulton ne listat e votimit. Juristet shpjegojnë edhe rastet kur gjykata refuzon te pranoje kërkesat e paraqitura. Ne zgjedhjet e kaluara te vitit 2009 ne gjykatën e Tiranës u regjistruan 415 kërkesa, nga te cilat 241 u pranuan, 37 u rrezuan dhe 134 u pushuan.
