Ekipi i vëzhguesve afatgjatë të ODIHR, kryesuar nga ekspertja amerikane Conny McCormak nisi në Tiranë misionin për monitorimin e zgjedhjeve të 23 qershorit. Ata patën një takim me 4 anëtarët e KQZ, institucioni i futur në ngrëc pas shkarkimit nga mazhoranca të përfaqësuesit të propozuar nga LSI dhe tërheqjes së 3 anëtarëve të opozitës pas këtij akti. Por në daljen e parë për mediat, shefja e delegacionit u tregua e rezervuar në komente mbi kete çështje. Delegacioni i ODIHR theksoi se roli i tyre nuk do të jetë i arbitrit, por vetëm do të vlerësojnë cilësinë e zgjedhjeve, pa bërë ndërhyrje në procesin zgjedhor. Ekipi i ODIHR-it kryesohet nga amerikania McCormack, me një eksperiencë mbi 20-vjeçar në proceset elektorale, ndërsa përfaqësuesi i ekipit të Asamblesë Parlamentare të OSBE-së, është parlamentari slloven Roberto Battelli.
