Gjate nje monitorimi 2- vjecar ne Qendrën Spitalore "Nene Terza dhe ne veçanti ne spitalin Onkologjik, institucioni i avokatit te popullit ka konstatuar se katër vitet e fundit, as gjysma e pacienteve me kancer nuk mbulohen me citostatike, ilaçe specifike per kryerjen e kimioterapisë. Gjate raportit te publikuar institucioni i Avokatit te Popullit ka verifikuar një sere problemesh dhe ne shërbimet e tjera. Avokati i popullit Totozani deklaron se qendra spitalore universitare "Nene Tereza" nuk plotëson kushtet dhe standardet e duhura si ne infrastrukture, shërbimin ndaj pacienteve ashtu dhe mbulimin e te sëmurëve me ilaçe. Duke bere apel për zgjidhje te kësaj situate avokati i popullit Igli Totozani i ka rekomanduar Ministrit te Shëndetësisë Halim Kosova marrjen e masave urgjente per përmirësimin e kushteve ne QSUT dhe plotësimin e nevojave me ilaçe, ne veçanti për shërbimin onkologjik. Edhe me heret Ministri i Shëndetësisë Halim Kosova, pas marrjes se detyrës, është shprehur per rishikimin e tenderëve te medikamenteve dhe zgjidhjen e këtij problemi për pacientet
