Arkëtimi i shumes prej 110 milion lekësh, nga shitja e katër HEC-eve, shume e nevojshme për buxhetin e shtetit, duket një mision i pamundur. Ky proces eshte shtyrë pa afat konkret. Edhe pse data 3 maj ka qene afati kur kompania duhet te derdhte leket ne buxhet, një gjë e tille nuk ka ndodhur. Kontrata e privatizimit te katër HEC-eve, Bistrica 1 dhe 2 si dhe Uleza dhe Shkopeti u miraton ne fillim te këtij vit ne parlament, por ky proces ka mbetur pezull. Fillimisht kompania "Kurum" kërkoi qe qeveria shqiptare ti njihte te gjithë shumen e tatimit mbi vlerën e shtuar qe qeveria nuk ja ka rimbursuar ende shume kjo e cila arrin ne 11 milion euro. Por edhe pse ne parim pati një marrëveshje nga ana e Ministrisë se financave, ky proces duket se nuk po konkretizohet. Sipas te dhënave mësohet se nëpërmjet një vendimi qeverie do te hartohet edhe pagesa qe do te kryeje kompania si dhe procedura qe do te ndiqet për njohjen e TVSH. Nga ana tjetër vete kompania është ne negociata me IFC, Korporatën Ndërkombëtare Financiare për marrjen e një kredie, por deri me tani nuk ka një konfirmim te tille. Përtej kësaj situate, ky privatizim edhe pse është miratuar ne parlament me një klauzole qe për 10 vjet asnjë qeveri nuk do te mund ta anuloje, ai serish është i përfshire ne një situate te paqarte. Partia Socialiste jo vetëm qe ka thëne se do te anuloje atë kur te vije ne pushtet, por ka bere edhe një kallëzim penal për këtë proces me qellim nisjen e hetimeve për procedurat e ndjekura.
