Kodi elektoral është e vetmja zgjidhje për situatën ku ndodhet Komisioni Qendror i Zgjedhjeve i cili prej me shume se një jave funksionon vetëm me 4 anëtare. Ky është qëndrimi i maxhorances sipas ekspertit te çështjeve elektorale dhe shefit te kabinetit te kryeministrit Sali Berisha, Oerd Bylykbashi, i cili thekson se PS dhe grupimi i partive te opozitës duhet te plotësojnë vakancat e krijuara dhe maxhoranca nga ana e saj është e gatshme ti votoje menjëherë. Bylykbashi sjell ne vëmendje edhe vendimet e fundit te KQZ për komisionet e nivelit te dyte me emërimin e komisionereve republikane ne vend te LSI dhe shkarkimin e atyre te PBDNJ për te emëruar përfaqësuesit e Lëvizjes Socialiste per Integrim ku sipas tij opozita ndoqi te njëjtën logjike për balancen politike qe PD përdori ne rastin e KQZ. Edhe pse maxhoranca duket e vendosur te mos ulet ne tryeze negociatash me PS për çështjen e KQZ; po aq i palëkundur është edhe qëndrimi i opozitës e cila ka përsëritur se nuk e njeh KQZ aktuale pas shkarkimit te Ilirjan Muhos ne séance plenare. Pak dite me pare sekretari për çështjet elektorale ne PS, Damian Gjiknuri deklaroi se PS, nuk do te plotësoje vakancat deri ne gjetjen e një zgjidhje qe rikthen besimin e qytetareve tek KQZ. Ndërkohë qe edhe faktori ndërkombëtar ka kërkuar një KQZ funksionale dhe një marrëveshje mes palëve për te siguruar një institucion qe funksionon me anëtarësi te plote.
