Sipas këtij raporti, nje pjese e madhe e pergjegjesise per procesin e përgatitjes se zgjedhjeve bie mbi partitë politike te cilat duhet ta fillojnë fushatën ne 23 maj siç parashikon kodi, ndërkohë qe duhet te shmangin përdorimin e administratës apo fëmijëve gjate kësaj periudhe.
