Rreth 3 mije familje ne te gjithë vendin kane përfituar për 2012 ne mënyre abuzive ndihmën ekonomike, duke i bere buxhetit te shtetit nje dem me shume se 9 milionë leke te rinj. Sipas drejtuesve te shërbimit social shtetëror, abuzimet janë me te dukshme ne veri te vendit, aty ku edhe varfëria është me e madhe. Ata pohojnë se njësite e qeverisjes vendore anashkalojnë dokumentet qe duhet te ketë një familje per te qene pjese e ndihmës ekonomike. Madje ne disa raste si p.sh ne Kërrabe te Elbasanit anëtaret e këshillit te komunës miratojnë vete dhënien e ndihmës ekonomike për njeri -- tjetrin. Gjate analizës vjetore te shërbimit social janë kapur shkelje edhe ne pagesat e personave me aftësi te kufizuar. Por pavarësisht kapjes se abuzimeve, autoritetet e kane te pamundur te marrin serish leket e dhëna me te padrejte si ndihme ekonomike, pasi sipas tyre mungon legjislacioni përkatës.
