Deklarata e kryeministrit Berisha nga Vlora, se do te japë nënshtetasi shqiptare për gjithë shqiptarët kudo ku janë, merr vlerësime te ndryshme nga analistet. Arjan Vasjari e shikon si joshëse, patriotike dhe jo nacionaliste nismën e Berishës, por sipas tij problemi qëndron tek mungesa e konsulences me opozitën. Vasjari sqaron se nje bashkim "de fakto" i shqiptareve, një dekatë më vonë , do shëndrrohej në ndikim negativ ne zgjedhje, ne kushtet kur preferencat e nënshtetasve të rinj, automatikisht do anonin tek nismëtari i idesë, që do të thotë drejt PD. Në një tjetër prizëm e analizon Afrim Krasniqi i cili e cilëson një vendim jo te pjekur dhe një premtim ne prag të fushatës elektorale. Ai mendon se nuk ka efekt numerik për këto zgjedhje , por psikologjik përgjithësisht tek shqiptaret e Kosovës dhe Maqedonisë. Për dy analistet deklarata e Berishës nuk do ketë efekt elektoral ne zgjedhjet e 2013 ashtu siç theksohet se ndryshimi i mundshme ne ligj, do te zbehte rolin e presidentit te republikës ne vendimmarrje.
Statement of Prime Minister Berisha from Vlora, that will give Albanian citizen for all Albanians wherever they are, get different estimates from analysts. Arjan Vasjari sees as attractive, non-nationalist and patriotic Berisha initiative, but according to him, the problem lies in the lack of consulting with the opposition. Vasjari clarifies that a union "de facto" Albanians, a decade later, shëndrrohej negative impact in the elections, in conditions when young subjects preferences will automatically incline to the initiator of the idea, which means to PD. In another prism analyzes Approach Krasniqi which qualifies a decision not mature and a promise on the eve of the election campaign. He thinks that there is no numerical effect of these choices, but generally psychological Albanians of Kosovo and Macedonia. For two Berisha's statement analysts election will not take effect in the 2013 elections as noted that the possible change in the law, will dim the role of president of the republic in decision-making.
