Ndërprerja e fjalës për deputetin socialist Damian Gjiknuri nga kryetari i Komisionit te Ligjeve Ilir Rusmali ka bere qe opozita te braktise mbledhjen ku po shqyrtohej projektligji "Për Agjencinë e Inteligjencës së Mbrojtjes", agjenci qe do te zeje vendin e shërbimit informativ ushtarak. Shkak për debatin është bere kërkesa e deputetit Gjiknuri për te hequr nga neni 6 togfjalëshin "Mbrojtje e rendit kushtetues" I cili sipas Gjiknurit krijon hapësira për abuzivitet ne ushtrimin e detyrave nga kjo agjenci. Gjiknuri i është referuar këtu rolit te shiu-t ne ngjarjen e 21 janarit duke përdorur edhe deklaratën qe kryeministri Berisha ka bere para komisionit hetimor për 21 janarin ne lidhje me rolin e shiu-t. por sipas kryetari Rusmali deklaratat e Gjiknurit për 21 janarin janë te pavërteta. Pas largimit te opozites eksperti i Shërbimit Informativ te Ushtrisë ka sqaruar se mbrojtja e rendit kushtetues është nje detyre qe forcave te armatosura iu sanksionohet edhe ne kushtetute. Maxhoranca e ka miratuar e vetme projektligjin për agjencinë e inteligjencës se mbrojtjes.
