Ky apel i kryeparlamentares Topalli vjen ne kohen kur Partia Socialiste ka deklaruar se nuk do ta votoje heqjen e imunitetit nëse nuk votohet njëkohësisht edhe për nismat e saj. Propozimet e opozitës parashikojnë votimin me 3/5-at për drejtuesit e institucioneve kushtetuese dhe ndryshim te Rregullores se Kuvendit, vetëm me ndërhyrje ne librin themeltar te shtetit. Për këto komente, Topalli shfrytëzoi konferencën me homologun e saj te Jordanisë, i cili ndodhet ne Tirane për një vizite zyrtare.
