Vetëm pak ore para se te zhvillohet ceremonia për kalimin e presidencës nga Bamir Topi tek Bujar Nishani, zbardhet vendimi i Këshillit te Ministrave qe ndryshoi ceremonialin zyrtar te Republikës se Shqipërisë, për te shmangur presidentin ne ikje Bamir Topi. Mësohet se ndryshimet qe nuk janë publikuar ne faqen zyrtare te Këshillit te Ministrave janë realizuar ne 11 korrik dhe ndërhyrjet kane prekur vetëm 3 momente. Se pari është ndryshuar vendi ku zhvillohet ceremonia dhe togfjalëshi Pallat i Brigadave është zëvendësuar me institucioni i Presidentit te Republikës.
