Opozita mendon se ka 2 standarde ne përcaktimin e këtyre kritereve. Mazhoranca ne Komision rrezoi gjithashtu disa amendime te ministrit te Mjedisit, kryetarit te PR, Fatmir Mediu, qe ne thelb propozonte kalimin ne fondin e kompensimit te tokave te mbetura pa pronësi te ish-fermave. Ligji do te ketë një afat te limituar ne kohe, brenda 14 muajsh ai duhet te përmbyllë procesin e mbetur pezull qe nga viti 1992.
