Kryeministri Sali Berisha, ripërsëriti angazhimin e qeverisë për të krijuar një klimë lehtësuese për biznesin. Në mbledhjen e qeverise, kreu i ekzekutivit, iu referua specifikisht sektorit te ndërtimit, kur sipas tij, bashkia në kohën kur drejtohej nga Edi Rama, ka zvarritur procedurat për marrjen e një lejeje. Nga 436 dite tani një leje e tille do te disponohet brenda 35 ditëve ndërsa janë thjeshtuar dhe procedurat e blerjes se energjisë elektrike. Nga 177 dite kjo procedure ka zbritur ne 45 ditë. Berisha i kërkoi ministrisë së Financave, që të shikohet mundësia për ta kryer brenda ditës regjistrimin e një biznesi pranë QKR, nga afati 5 ditor që ishte deri me tani. Shefi i qeverise, foli ne qeveri dhe për procesin e dëmshpërblimit te ish te përndjekurve duke hedhur poshtë pretendimet e opozitës se me shtimin e disa kategorive, po përfitojnë bashkëpunëtoret e fashisteve.
