Qeveria miratoi një sere ndryshimesh ne ligjin për kthimin dhe kompensimin e pronave, qe prekin si vlerën e truallit ashtu edhe koordinimin procesit te kompensimit.
Konkretisht është shtyre deri ne prill te 2013, afati qe zyra e kthimit dhe kompensimit te pronave te dale me një vendim për 7000 dosje. Nga ana tjetër, qeveria vendosi qe metodiken e çmimit por vlerën e truallit ta miratoje këshilli i mitrave dhe jo me parlamenti. Edhe pse procesi i pronave ka rezultuar i dështuar deri me tani, qeveria ka miratuar edhe ngritjen e një zyre koordinimi qe do te merret me te gjithë procesin, e cila ne dukje, rezulton te jete një hallke me shume ne këtë proces.
