Qeveria vendos te ndërhyjë serish me ligj për zgjidhjen e problematikes ne regjistrimin e pronave te paluajtshme. Drafti voluminoz me 79 nene, ka nisur te diskutohet ne komisionin e ligjeve. Projektligji synon te zgjidhe sipas ekzekutivit, te drejtën e pronësisë kur nuk ekzistojnë akte dokumentare për pasuritë e ndërtuara para korrikut 1991. Për këto objekte, pronari i drejtohet një institucioni qe autorizohet nga qeveria. Pretendimi i ngritur nga opozita ishte ndërhyrja e ekzekutivit ne vendimet e gjykatave, për një prone te caktuar. Nder risitë e draftit, janë kthimi i zyrës se hipotekës me vetëfinancim, nga te ardhurat qe prodhon, por pa rritur kostot e shërbimit për qytetaret.
