Socialisti Arben Isaraj argumentoi se institucioni qe ruan sekretet shtetërore është krijuar me ligj te veçante, ndërsa organet qe varen nga qeveria miratohen vetëm me vendim te Këshillit te Ministrave. Ndërsa ne komision e sigurisë, te majtët deklaruan se kalimi i sekreteve shtetërore nga një organ kolegjial tek kryeministri, behet vetëm për te plotësuar ambicien e Berishës për te grumbulluar shume pushtete rreth vetes.
