Titulli Qytetar Nderi për Hekuran Dedën, një prej viktimave te 21 Janarit, përplas pushtetin vendor me atë qendror ne qarkun e Dibrës. Kreu i komunës se Kalasë se Dodes Bajram Hima, i kontaktuar me telefon nga "Vizion Plus", sqaron se titulli i është dhënë nga këshilli komunal me shumice votash. Me pas, ky vendim, sipas procedurave ligjore, është dërguar për njohje ne prefekturën e Dibrës. Pas kësaj përplasje me motive politike ka reaguar lideri i opozitës. Edi Rama deklaron se veprimi i prefektit loje e kreut te qeverise. Debati për titullin qytetar te Hekuran Dedës pritet te vijoje edhe ditën e hënë kur zyrtarisht institucionet i kthehen punës. Hekuran Deda ishte një prej 4 viktimave te demonstratës se 21 janarit qe humbi jetën para Kryeministrisë.
