Komisioni i Ligjeve, nis shqyrtimin për amendimet ne Kodin Civil, që së bashku me atë Penal kërkojnë edhe votën e socialisteve për miratim. Duke i hapur rrugë konsensusit për ligjet me 3/5, mazhoranca ne draftin e paraqitur parashikon kalimin nga Kodi Penal ne atë Civil, duke hequr ne këtë mënyrë dënimin me burg dhe vendosjen e gjobave te mëdha për ata qe kane shpifur apo fyer, përfshirë dhe gazetaret apo zyrtare te administratës publike. Por socialistet sollën një tjetër variant, që parashikon depenalizmin e shpifjes dhe fyerjes, pa e hequr atë nga Kodi Penal. Duke shfuqizuar sanksionin e dënimit me burg, PS parashikon klasifikimin e shpifjes si kundërvajtje penale qe dënohet me gjobe. Sa i takon vlerës se gjobës demokratet kishin parashikuar shumën prej 3 milion lekesh, ndërsa socialistet kërkonin uljen e saj, pasi specifiksht për gazetaret ajo konsiderohet diskriminuese. Ndërkohë diskutimi iu referua edhe rastit konkret te deputetit socialist Sajmir Tahiri, i cili u largua për shkak se duhej te paraqitej ne gjykate, i paditur nga zyrtari i larte i Policisë, Agron Kuliçaj. Komisioni i Ligjeve shtyu për të hënën diskutimet duke lënë ne parim shqyrtimin njëkohësisht te amendimeve si të Kodit Civil ashtu dhe atij Penal.
