Komisioni i Ekonomisë kaloi dy drafte vetëm me votat e maxhorancës, njëri për INSTAT dhe tjetri për Komisionin e Prokurimit Publik të cilët ndryshojnë varësinë e tyre nga Këshilli i Ministrave në atë të kryeministrit. Socialistët akuzuan maxhorancën se me këtë ligj nuk po ndryshojnë asgjë pasi këto institucione kanë qenë gjithmonë në varësi të Berishës. Por sipas deputetit demokrat, Selami Xhepa, ligji ka qëllim lehtësimin e procedurave administrative dhe jo diskutimin e varësisë së institucioneve, duke shtuar se në të ardhmen ajo mund të ndryshojë. Sipas opozitës institucione të rëndësishme të cilat ndikojnë drejtpërdrejt në politikëbërjen ekonomike duhet të jenë në varësi të parlamentit. Ata janë shprehur se me të ardhur në pushtet INSTAT do të varet vetëm nga parlamenti
