Trupi gjykues i përberë nga Gjinovefa Gaba, Hiba Bezati dhe Vasil Hanxhari, ka prishur vendimin e Gjykatës se Fierit, si dhe ka rrezuar padinë e prefektit qe kërkoi pezullim te akteve te dala nga mbledhja e datës 21 shtator, ku u zgjodh ne krye te këshillit socialisti Vangjel Ndreka. Ky i fundit është rikthyer ne zyrën e tij, duke rinisur detyrën. Por ndërkohë, Prefekti vijon te mos e njohe Ndrekën si kryetar, duke këmbëngulur se ne krye te këshillit është demokrati Artur Shehu, i zgjedhur vetëm me votat e te djathtëve një dite para vendimit te Gjykatës se Apelit.
