Pasi ka rrezuar me shumice votash ne kuvend, dy dekretet e presidentit Topi, mazhoranca i bën thirrje kreut te shtetit qe te respektoje kushtetutën dhe vendimet e Gjykatës Kushtetuese, ne rastet e propozimeve te tij qe kalojnë ne parlament.
Deklarata është bere nga deputetet demokrate te komisionit te ligjeve, te cilët i kane kujtuar presidentit se ne rastin e kandidaturës për kreun e KLSH, shkeli hapur ligjin themeltar te shtetit. Për herë të parë në historinë e parlamentit shqiptar, që nga viti '91, një dekret në kuvendin e Shqipërisë mori vetëm një votë. Ky ishte votimi për kandidatin për kryetar të kontrollit të lartë të shtetit, të dekretuar nga presidenti i republikës. Ky ishte propozimi i presidentit të republikës, në kundërshtim të hapur me kushtetutën dhe jurisprudencën e gjykatës kushtetuese. Deputetet demokrat të komisionit te ligjeve, duke respektuar presidentin e republikës, i kërkojnë atij që, çdo propozim që kërkon miratimin e kuvendit, duhet ta bëjë në përputhje me kushtetutën e vendit dhe vendimet e gjykatës kushtetuese, në mënyrë që të respektohet funksionimi i institucioneve kushtetuese të vendit.Reagimi vjen ne kohen kur marrëdhëniet mes mazhorances se drejtuar nga Berisha dhe presidentit Topi janë acaruar se tepërmi.
