Pak dite me pare, Gjykata Kushtetuese rrezoi ligjin e gjendjes civile për përcakton nocionet e kombësisë. Ky akt ka nxitur PDIU te angazhohet për hartimin e disa amendimeve te ligjit për gjendjen civile, sapo te zbardhet vendimi i plote i kushtetueses.
