As part of their HAARP training programs, it is widely believed the military will often conduct small-scale tests high in the atmosphere that are usually undetectable. These tests involve aligning ice crystals, an important step in controlling the weather at higher altitudes. This being a fairly cloudy day, I would suspect that whoever was conducting these tests thought that these maneuvers would go unnoticed.
