The Bolivian congress is discussing the legal aspects of a referendum that will amend the constitution by extending presidential term limits. The amendment, which easily passed through Congress, will allow presidents to serve three consecutive five-year terms, instead of the current two. If approved by voters, it would enable highly popular President Evo Morales to run for reelection in 2019. The opposition charges that the referendum is antidemocratic and unconstitutional.
