There was considerable speculation on how the U.S. would vote in the U.N. General Assembly resolution on ending Washington's blockade of Cuba. Although the Barack Obama administration publicly says its against continuing the blockade, or embargo, as it calls it, according to U.S. law, only Congress can lift it, and the Republican-controlled Congress is not about to do so.
