Perkasa and its NGO allies will come to their July 9 rally to counter Bersih "empty-handed" to prove that they are there merely to defend peace in Malaysia.
However, Perkasa president Ibrahim Ali said that he cannot guarantee that none of his members will engage in violence on that day.
